Understanding HSE Inspections and Their Role

It's important to understand that the HSE inspector’s job is to ensure people’s safety and health at work. As part of this responsibility, they visit thousands of locations every year.

Inspector Visits

The inspector’s arrival may be unannounced, as the law permits them to visit at any reasonable time. Even though they have the authority to enter your workplace, the inspector must adhere to the government’s code of practice when entering homes or businesses. If you feel an inspector has not followed this code, you can file a complaint.

During the Visit

During the visit, the inspector will assess how you keep your workers and anyone affected by your work healthy and safe. They might also provide advice on health and safety or ensure you are offering adequate welfare facilities, such as running hot and cold water and toilets.

Inspector Actions On-Site

While on-site, the inspector may:

  • Ask you about your workers and their roles
  • Examine potential health risks arising from your work
  • Inspect any machinery or equipment you use
  • Request to see records or other documents
  • Take photographs

The inspector will want to know about your workplace’s main health and safety issues and your own knowledge or experience in health and safety. They may also discuss safety standards, guidance, and everyday practices in your industry.

The inspector must be able to speak with your employees or their representatives during the visit.

Actions Following the Visit

If the inspector finds you violating the law, they may take action. They could also require you to stop any dangerous activity immediately. For instance, if people are working on a roof with unsafe scaffolding, this would be considered a dangerous activity.

After the visit, the inspector might:

  • Offer advice, either verbally or in writing
  • Issue a notification of contravention
  • Issue an improvement notice
  • Issue a prohibition notice
  • Prosecute you for breaching health and safety laws

Remember, their goal is to keep everyone safe and healthy at work and they aim to work with you to resolve any issues.
